## Summary

**This bill would strengthen and standardize export license administration**. It would add time limits and clear denial standards for informal license guidance, create technical advisory committees for key technologies, and require a focused review of advanced computing integrated circuits rules. - Would require "is-informed" letters and similar informal license guidance to expire after 60 days unless the guidance is published in the Code of Federal Regulations or the Federal Register. Licensing officers would follow published presumptive-denial standards that the agency must issue within 90 days. - Would create Technical Advisory Committees for semiconductors, microelectronics, AI, quantum computing, biotech, automation and robotics, aerospace and space, advanced materials, weapons of mass destruction, emerging and foundational technologies, and regulations. Committees would include industry, academic, and national security experts, use three-year terms, meet at least every 120 days, and publish membership and annual technology and policy assessments for Congress. - Would require the Commerce Secretary, coordinating with State, Defense, and Energy, to review the BIS rule on advanced computing integrated circuits and report findings to the appropriate congressional committees within 120 days of enactment. The agency must also send proposed presumptive-denial standards to key congressional committees at least 7 days before publication.
