## Summary

This bill would require the Education Department, working with HHS and the Substance Abuse and Mental Health Services Administration, to develop and share **model, evidence-based campus mental health and suicide prevention plans** that colleges can use as templates. - Students and families: Provides federally developed templates campuses can use when designing mental health and suicide prevention plans so students encounter more consistent planning across institutions. - Institutions of higher education: Offers colleges model plans aligned with SAMHSA programs and access to technical assistance if they choose to implement comprehensive plans. Development must begin within 1 year after enactment and model plans must be updated at least every 5 years. - Federal coordination and oversight: Directs the Education Secretary to coordinate with SAMHSA and report to three congressional committees within 1 year after the first model plan and after each update. Includes a rule clarifying this section does not create new legal requirements for institutions.
