## Summary

**Automatic continuing appropriations** would kick in when annual spending bills are late and no other temporary funding is in place. The bill would set initial funding at 94% of the prior year's rate for the first 90 days and then reduce that rate by 1 percentage point for each additional 90-day period until regular appropriations are enacted. - Federal agencies and programs would keep operating on temporary funds at 94% of last year's rate for the first 90 days, then drop by 1 percentage point each subsequent 90-day period. This mechanism continues across fiscal years if lapses persist. - Entitlement recipients and other mandatory payments, and activities under the Food and Nutrition Act of 2008, would receive funding at the level necessary to maintain program levels under current law. Those payments are treated differently from discretionary programs to preserve benefits. - Grants, state payments, and agency apportionments would be distributed in the same proportion as the previous year. The bill bars large up-front distributions and new awards that would preempt final congressional funding decisions.

Automatic funding would start at no more than 94% of last year’s rate for an initial 90-day period. After each 90 days while the backstop remains in effect, the rate would fall…
