## Summary

**Tight limits on surveillance of U.S. persons.** This bill would add a new Title IX to FISA that sharply restricts how the government can surveil United States persons and how it can use information about them. It would also apply similar limits to data collected under Executive Order 12333. - Families and individuals: It would create stronger privacy protections for United States persons by banning certain surveillance actions and restricting how their information gathered under FISA can be used. - Intelligence agencies: It would narrow authorities under Section 702 and limit queries of collected data, changing how analysts and collectors can access and search datasets that include United States persons. - Law enforcement and other users: It would govern downstream uses of information about United States persons, curbing how that intelligence can be repurposed for investigations or other government actions.
