## Summary

**This bill would direct the Secretary of Health and Human Services to develop a national strategy to prepare public health and biodefense systems against the** **misuse of artificial intelligence**. The strategy targets AI risks that could enable biological weapons or create treatment‑resistant viruses and bacteria and connects those risks to federal emergency planning. - HHS and federal planners would have 180 days to consult AI and countermeasure experts and deliver a strategy that sets a preparedness framework, lists duties and goals, identifies capability gaps, and defines metrics to measure progress. - Public health and biodefense programs would be required to fold AI threat considerations into all‑hazards emergency preparedness because the bill amends the Public Health Service Act to label AI‑covered federal response planning as part of deployment responsibilities. - Congress and other oversight committees would receive protected access to the strategy so lawmakers can review AI risk planning without compromising national security.
