## Summary

**Creates a tariff-driven, benefits-based method to share costs for very large interstate and offshore electric transmission projects.** This bill would let owners or operators file tariffs with the Federal Energy Regulatory Commission under section 205 to allocate the costs of qualifying projects to customers in the applicable transmission planning region(s) based on estimated anticipated benefits across reliability, economic, public policy, resilience, environmental, and other categories.
