## Summary

**Repeal of federal CAFE standards.** This bill removes the federal Corporate Average Fuel Economy rules and replaces them with a single federal framework for fuel economy. It also rewrites vehicle definitions and prevents states from setting their own fuel-economy rules. - Auto manufacturers: The statutory CAFE regime is repealed for model year 2029 and later. The bill also redefines “automobile” and creates new categories like “dedicated automobile” and “dual fueled automobile” to guide future federal rules. - States and local governments: States and political subdivisions are barred from adopting or enforcing laws that require compliance with fuel-economy standards for automobiles, asserting federal supremacy over those standards. - Regulatory challenges and courts: The bill sets a detailed judicial-review process for agency fuel-economy regulations, including filing a petition in the U.S. Court of Appeals within 59 days and requirements for the Secretary of Transportation to file the administrative record.
