## Summary

**Countering PRC gray-zone tactics**. This bill would require the Secretary of State to produce a Strategy within 180 days to monitor, publicize, and counter gray-zone tactics by the People's Republic of China. It focuses on protecting Indo-Pacific allies and partners by creating an interagency task force and annual public reporting. - Allies and partners: Requires a list of territories impacted or vulnerable and an assessment of allied and partner response capabilities to guide U.S. diplomatic and foreign assistance efforts. - U.S. agencies and coordination: Directs the Secretary of State to build the Strategy with intelligence and law enforcement leaders, identify capability gaps, and form a Task Force within 90 days after the Strategy is submitted to coordinate implementation and track progress. - Transparency and oversight: Requires the Strategy to be unclassified with a classified annex if needed, mandates annual reviews and public reports to Congress, and sets a seven year sunset for the Task Force.
