## Summary

**Speeds allied purchases and transfers of specific US artillery munitions to Ukraine.** The bill creates a special purchase-and-transfer path that lets NATO members and selected partners buy designated U.S. defense articles and send them to Ukraine under set conditions. - Allied and partner governments can buy and transfer certain defense articles, including 155mm artillery shells, 155mm Excalibur shells, HIMARS munitions, and GMLRS munitions, through a streamlined approval path instead of some normal export rules. - Ukraine must provide a written pledge to the U.S. government and to the House and Senate foreign affairs committees not to retransfer non-demilitarized items without the President's consent. Ukraine must accept title and physical custody of transferred items before December 31, 2030, and the Secretary of State may extend that deadline one year at a time up to December 31, 2035 if the Russian invasion continues. - The bill states U.S. policy to welcome long-term allied investment into the U.S. defense industrial base and to facilitate partner contributions to Ukraine. Before any approved transfer, the President must promptly notify the Speaker of the House and the relevant congressional committees.
