## Summary

**Authorizes grants to multi-organization networks that use technology-enabled collaborative learning to improve health outcomes and expand access to specialized care.** The bill would let the Secretary award one or more "grant to network" awards to entities representing networks and require those networks to use a shared dataset to show impact on Secretary-identified public health issues. - Networks and providers: Eligible networks must include three or more organizations with experience running technology-enabled collaborative learning and capacity building models. Grants would support scaling those models across participating organizations. - Patients and communities: Programs would focus on significant public health problems the Secretary picks, such as infectious diseases with rising incidence or chronic diseases with rising prevalence. Networks must use a shared dataset to demonstrate changes in health outcomes. - Program timing and federal role: The bill replaces the label "The Secretary may require" with an enumerated approach and adds a dedicated "Grant to network" paragraph. It also shifts the timeframe in subsection (k) from 2022 through 2026 to 2027 through 2031.
