## Summary

**Bars federal Medicaid funding for the administrative costs of state programs that provide health benefits to noncitizens who are ineligible for Medicaid because of their immigration status.** It would also require a Department of Health and Human Services inspector general report about how states run and finance those programs and how they separate those costs from Medicaid. - Families and noncitizens: State-run health-benefit programs that serve noncitizens who lack a satisfactory immigration status would not receive federal Medicaid funds for their administrative costs. - States and budgets: States would need to account for and exclude those administrative costs from Medicaid’s federal match. The bill preserves federal funding only for systems that are created or operated to ensure compliance with the prohibition. - Federal oversight: The HHS inspector general would have 180 days to report on how states separate administrative costs, the effectiveness of compliance systems, state financing methods including provider taxes and intergovernmental transfers, and whether drugs for these noncitizens are purchased under the Medicaid Drug Rebate Program or the 340B Drug Discount Program and the effect on average manufacturer price.
