## Summary

**Domestic production and long-term supplier agreements for federal nitrile glove purchases.** This bill would require that nitrile examination and other non-surgical nitrile gloves bought through shared federal procurement vehicles come from U.S. manufacturers who meet strict ownership and production tests. - Federal agencies would need to structure or modify governmentwide contracts, blanket purchase agreements, prime vendor arrangements, and AbilityOne mechanisms so they include enforceable supplier agreements and written certifications of compliance. - Manufacturers and AbilityOne nonprofits would be limited to "qualified domestic manufacturers" that are majority U.S. owned and controlled and that perform the principal manufacturing steps in the United States. Supplier agreements must run at least 2 years and include minimum purchase commitments to support domestic production. - Companies with foreign ownership, control, or significant influence would be ineligible to qualify. The bill also stops agencies from using intermediary contracting to avoid the domestic sourcing and long-term contracting requirements.
