## Summary

**Tie executive bonuses to rate restraint.** This bill would block or limit bonuses for executives at state‑regulated electric utilities unless a utility’s average customer rate increase for the fiscal year does not exceed the Consumer Price Index for All Urban Consumers (CPI‑U). - Families and households: If a bonus is forfeited the law requires that amount to be returned to customers as a per‑customer check instead of being absorbed by the utility. The utility cannot recover any civil penalty through customer rates. - Workers and executives: Executives could receive at most 25% of the median annual pay of the utility’s non‑executive employees as a bonus. Utilities must report that median each year to the Federal Energy Regulatory Commission. - Utilities and regulators: Covered utilities must report rate changes and median pay within 7 days after the fiscal year ends and the Commission has 30 days to approve or deny bonus eligibility. Violations trigger forfeiture and a civil penalty equal to the bonus amount.
