## Summary

**This bill would create a legal pathway to transfer surrendered offshore wind lease areas to adjacent leaseholders** and tie sale prices to the per‑acre minimum bid in the original Final Sale Notice. It would also ratify prior environmental reviews tied to terminated lease areas and restrict most new oil and gas leases or permits on the Outer Continental Shelf until those conveyances and any unclaimed-area offers are completed. - Adjacent leaseholders: Eligible adjacent leaseholders would be able to purchase surrendered or apportioned shares at a price linked to the per‑acre minimum bid. This process would apply to surrenders occurring on or after January 20, 2025, and a purchased lease would vest when the buyer pays the Treasury. - Federal leasing and inventory: If adjacent leaseholders fail to pay, the terminated area would return to federal inventory and must be offered for lease within 90 days on terms equivalent to the most recent offer. The bill would bar most new oil and gas OCS leases or permits until those transfers and unclaimed-area offers are complete. - Courts and environmental review: The bill would ratify environmental reviews already completed for terminated lease areas and sharply limit judicial review. Challenges would be confined to the D.C. Circuit and must be filed within 90 days of enactment or the challenged action.

- Pause new offshore oil and gas leasing: mixed, medium. This bill would stop the Secretary from issuing new oil or gas leases or new permits for exploration, development, or production on the Outer Continental Shelf. The pause would remain until adjacent-lease conveyances are fully given effect and any unclaimed areas are offered under the Act. The paus…
- Define surrendered wind lease terms: mixed, low. This bill would define key terms used for handling surrendered offshore wind leases. It would define "surrender" to mean terminations, cancellations, or relinquishments occurring on or after January 20, 2025. It would also define "per-acre price," "adjacent lease," and how OCS block boundaries are…
