## Summary

**Caps international student athletes at 20% of each varsity roster.** This bill would add that limit to the Higher Education Act, require annual reporting to the Education Secretary and athletic associations, and take effect for the 2029-2030 academic year. - American student athletes: The bill would preserve more roster and scholarship spots for U.S. nationals and lawful permanent residents by limiting international athletes to 20% per team. - International student athletes: Students who are not U.S. nationals or permanent residents, or who receive athletic support from a foreign Olympic or Paralympic committee, would count toward the cap and could face fewer opportunities. - Colleges receiving Title IV funds: Institutions would need to monitor varsity rosters and report each team's share of international athletes to the Secretary and to applicable athletic associations each year. - Athletic associations: Multi-state organizing bodies would receive the annual data and the bill defines which organizations qualify as an athletic association.
