## Summary

**Block adversaries from acquiring U.S. semiconductor technology.** This bill would set up multilateral coordination to align export controls, limit transfers of dual-use and IP-related semiconductor tech, and build trusted supplier networks with allied countries. - U.S. semiconductor companies and suppliers: Would face harmonized export rules and incentives to join trusted supplier networks, changing how they sell manufacturing equipment, tools, materials, and services. - Allied countries and countries of concern: Would be pushed to align controls, share enforcement information, and could be flagged for deficiencies that trigger plans of action to close security gaps. - Federal agencies and congressional oversight: Would put the State Department in charge of high-level diplomatic coordination, expand tools like the Foreign Direct Product Rule and Entity List, and require reports to Congress every 90 days with possible classified annexes.
