## Summary

**Speeds up oil and gas leasing and development on Alaska's Coastal Plain.** This bill would pre-empt moratoria, treat prior agency approvals as satisfying key environmental and cultural review once a Kaktovik plan is accepted, limit court challenges, and create incentives to accelerate leasing and production. - Energy companies: Would cut regulatory delays by directing agencies to process or reinstate Coastal Plain approvals, bar moratoria, and restrict judicial review. It would let agencies waive or reduce rents and royalties, suspend operations or payments, and require data sharing to support exploration. - Alaska state, local, and Native entities: Would require consultation when forming Coastal Plain unit agreements and aim to consolidate infrastructure to reduce surface impacts.
