## Summary

**Limits on airline passenger fees.** This bill would require the Transportation Secretary to set rules that ban fees that are unreasonable or disproportionate to an airline's actual costs. It targets fees for changes or cancellations, checked and carry-on baggage, seat choice or assignment, priority boarding, and other passenger charges. - Families and children: Passengers traveling with children age 13 or younger must be seated with those children at no extra charge, protecting families from paying to sit together. - Travelers: Customers would get protection from excessive change, baggage, seat, and priority-boarding fees by tying allowed charges to processing and related labor costs and other carrier expenses. - Airlines and regulators: Air carriers would face cost-based standards for fees, and the Secretary must issue rules within 270 days and update those standards at least every 3 years.
