## Summary

**Ends unconditional birthright citizenship** by tying U.S. citizenship at birth to parents' immigration status. The bill would amend section 301(a) of the Immigration and Nationality Act so a person born in the United States would be deemed subject to a foreign power if neither parent is a U.S. citizen or has been lawfully admitted for permanent residence at the time of the person's birth. - Children born in the United States to parents who are neither U.S. citizens nor lawful permanent residents would not automatically be U.S. citizens. - People born outside the United States whose parents are both applicants for admission under section 235(a)(1) would be treated as not born in the United States for birthright citizenship purposes. - The bill would not change the citizenship of anyone born before enactment and includes a severability clause to keep other provisions in force if part is held unconstitutional.
