## Summary

**Transparent, accountable federal use of AI**. This bill would create a statutory framework requiring agencies to give plain-language notices, protect privacy, enable human review and appeals, set procurement rules, and publish performance metrics for automated decisions and chatbots. - Families and individuals: Would get plain-language notices before and during AI interactions and the right to a complete, machine-readable transcript or recording with identity checks and a 3-business-day response window, plus an immediate self-service download option. - Agencies and procurement officials: Would require the Office of Management and Budget to issue guidance within 90 days and publish a public inventory within 180 days, and to post templates, chatbot links, and monthly performance metrics on an OMB website. Agencies would follow mandatory model contract terms, require pre-deployment testing, and perform ongoing monitoring. - Vendors and contractors: Would force contracts to preserve federal rights to data, bar contractors from using agency-collected data for ads or personal profiling, require incident reporting, and prohibit cross-referencing agency interaction data with a user’s commercial accounts.
