## Summary

**Removes automatic U.S. citizenship for some babies born in U.S. territories.** This bill would amend the Immigration and Nationality Act to say a person born in any U.S. territory is not a U.S. citizen at birth if the mother is not lawfully present in that territory and the father is neither a U.S. citizen nor a lawful permanent resident. The change targets the statutory birthright rule in 8 U.S.C. 1401(a) and applies across all U.S. territories.
