## Summary

**Regional and State medical stockpile expansion.** This bill would reauthorize and broaden a pilot under the Public Health Service Act so State or regional stockpiles can be funded and coordinated with local health and emergency officials. - States and local health departments: Would be eligible to build State or regional stockpiles and must coordinate with health care providers, health officials, and emergency management officials in their jurisdictions. - Communities and patients: Encourages sharing best practices and regional approaches so jurisdictions can pool supplies and improve access to medicines and other countermeasures during public health emergencies. - Federal oversight and funding: Tightens Public Health Emergency Medical Countermeasures Enterprise (PHEMCE) language by removing an "as appropriate" qualifier, adds a Government Accountability Office review of regional stockpiles, and replaces a prior fixed $3.5 billion per year for FY2023 and FY2024 with "such sums as may be necessary" for FY2027 through FY2031.

## Provisions PRIA read

- More regional medical stockpile grants: benefit, medium. This bill would extend and broaden a pilot program that backs state medical stockpiles. It would change timeline language to run through 2028 and 2029 for specified clauses. The bill would allow State or regional stockpile efforts and require award recipients to coordinate with health care provider…
- Less flexibility for medical countermeasures: mixed, low. The bill would remove the words "as appropriate" from a provision about the Public Health Emergency Medical Countermeasures Enterprise. This would make that provision less discretionary. The text does not say which specific action would change or how households would be affected.
