## Summary

**Requires plain writing in subcontract solicitations.** This bill would make prime contractors represent in bids that they will use plain writing when soliciting subcontracts and include that requirement in subcontracts, require a 30-day correction if the Small Business Administration finds a failure, and direct the Small Business Administration to issue implementing regulations within 90 days of enactment. - Small businesses: Subcontracting notices must be easy to understand, so more small firms can spot and pursue subcontracting opportunities. - Prime contractors: Must certify they will use plain writing and add that clause to subcontracts. If the SBA finds a solicitation was not plain, the contractor must reissue the solicitation in plain writing within 30 days. - Small Business Administration: Would have to write rules to implement the new representation and compliance steps within 90 days and oversee enforcement.
