## Summary

**Modernize retrospective reviews of federal regulations.** This bill would require agencies and OMB to check whether rules are available in machine-readable form, issue guidance on using technology and AI to review rules, and make agency plans to carry out those reviews. - Federal agencies: Would have to submit an Agency Retrospective Review Plan within 2 years that lays out how they will use the guidance and which regulations need post-issuance review. Agencies must start implementing any planned review within 180 days after they file the plan. - Office of Management and Budget and Administrator of OIRA: Would produce a report within 180 days on the availability of regulations in machine-readable formats and on recognition of the electronic Code of Federal Regulations. The Administrator would also issue guidance within 18 months on using algorithms and artificial intelligence to improve reviews. - Agency staff and technology use: The guidance would explain how to use tools to find obsolete, ineffective, or excessively burdensome rules and to detect typos, bad cross references, and overlapping requirements, and it would address training for personnel. - Government publishing and access: The bill directs consultation with the Government Publishing Office, the Archivist, and the Federal Register about machine-readable publication and whether the eCFR should be recognized as an official legal edition.
