## Summary

**Establishes a dedicated DOJ CCP Initiative to counter Chinese Communist Party economic espionage and protect U.S. intellectual property and research.** It would centralize investigations into trade secret theft and hacking, require resources be set aside exclusively for the initiative, and mandate annual reports to Congress. The initiative would expire 6 years after enactment. - Justice Department staff: Would create a separate CCP Initiative inside the National Security Division with resources reserved solely for it and require coordination with the Federal Bureau of Investigation and other agencies. - Universities, researchers, and the defense industrial base: Would face a focused enforcement strategy targeting "nontraditional collectors," including researchers in labs and on campuses, suspected of transferring technology contrary to U.S. interests. - Small businesses and U.S. companies: Would get prioritized attention for identifying Chinese Communist Party theft of intellectual property and for prosecuting trade secret theft, hacking, and economic espionage. The initiative would also investigate investments by Chinese firms on the Commerce Department Entity List or firms identified as Chinese military companies and report findings to the Secretary of Commerce or the Secretary of Defense.
