## Summary

**Compare the quality of VA and non-VA mental health and addiction care across settings** by commissioning an independent, external study and publishing the findings publicly. The study would cover telehealth, inpatient, intensive outpatient, outpatient, and residential treatment. - Veterans and families would get a public report on treatment outcomes, including symptom scores and suicide risk, plus data on average time from initial outreach to starting services. - VA and non-VA providers would be evaluated on use of evidence-based practices, including American Society of Addiction Medicine criteria, care integration for co-occurring conditions, and gaps in sharing patient health records. - VA leadership and Congress would receive a finished report after a contracted study that the Secretary must seek within 90 days and that must be completed within 18 months of the agreement; the final report must be posted online and sent to both congressional Veterans’ Affairs committees.
