**This bill would end FEMA support for sheltering and related activities that relieve overcrowding in U.S. Customs and Border Protection (CBP) short-term holding facilities.** It would also rescind unobligated balances of specific transfers made to FEMA from recent appropriations for that purpose. - People in CBP short-term holding facilities would no longer receive FEMA-backed sheltering, facility improvements, or construction meant to reduce overcrowding. - Non-Federal shelters and service providers would lose access to FEMA programs that fund shelter operations and related facility work tied to CBP overcrowding relief. - FEMA would be prohibited from carrying out any program supporting those non-Federal sheltering activities, and unobligated balances transferred from the Consolidated Appropriations Act, 2023 and the Further Consolidated Appropriations Act, 2024 would be rescinded.
