## Summary

**A federal ban on large-capacity ammunition feeding devices.** This bill would make import, sale, manufacture, transfer, or possession of devices that hold more than 10 rounds a federal offense and require serial numbers and dates on newly made devices. - Gun owners: People who lawfully possessed large-capacity ammunition feeding devices (LCAFDs) before enactment could keep them, but grandfathered devices could not be sold or transferred. - Manufacturers and importers: Newly manufactured LCAFDs would need a legible serial number and the date of manufacture engraved or cast on the device. - Law enforcement and security: The bill carves out exemptions for the United States, states and localities, qualified and campus law enforcement officers, certain retired officers, Atomic Energy Act licensees for site security and training, and manufacturers/importers when the Attorney General authorizes testing. - State and local governments: Jurisdictions could use Edward Byrne Memorial Justice Assistance Grant funds to compensate people who surrender LCAFDs in buy-back programs.
