## Summary

**This bill would create a U.S. framework of _targeted sanctions_ against foreign persons involved in forced organ harvesting in the People's Republic of China.** It would pair a public listing and visa bans with narrow humanitarian exemptions and reporting requirements. - People named on the required list would face blocked U.S. property and bans on visas and entry. The President must provide the first list within 180 days and update it at least annually. - Humanitarian actors would be protected. Transactions for food, medicine, humanitarian assistance, and transport to carry out relief operations are exempt, and importation of goods is explicitly not targeted. - U.S. agencies would report publicly on PRC organ transplant policies and practices after one year, coordinated by the Secretary of State with HHS and the NIH Director. The sanctions authority would include case-by-case waivers with 120-day waiver reporting and would expire after five years.
