## Summary

**Secure the extradition of U.S. fugitives believed to be sheltering in Cuba.** This bill would direct U.S. diplomats and the Attorney General to press Cuba to extradite or return named fugitives like Joanne Chesimard and William Morales and to use reporting and funding levers to get results. - Victims and families would get a formal, sustained U.S. effort to seek return of specific fugitives named in the bill and public tracking of progress. - The State Department, in coordination with the Attorney General, would have to raise the issue in bilateral talks and deliver a report to Congress within 180 days and annually thereafter that identifies steps taken, assesses whether Cuba is meeting its treaty obligations, and estimates the number of fugitives in Cuba. Reporting would stop after two consecutive annual reports showing Cuba is complying. - The bill would bar use of International Narcotics Control and Law Enforcement (INCLE) funds for activities in Cuba until Cuba meets the bill’s compliance tests and the LIBERTAD Act conditions for resuming economic engagement.
