## Summary

**Brings other transaction agreements (OTAs) into USAspending.gov.** This bill would set deadlines to integrate OTA data, require an annual public accounting of unposted awards, expand inspector general oversight, and direct the Government Accountability Office to update procurement rules. - Households and taxpayers would get a centralized, public view of OTA spending and an annual report listing federal awards not posted and the reasons, including if data is national-security related or classified. The bill sets a 1-year deadline for the first report and a 3-year deadline to fully integrate OTA data. - Federal agencies and agency leaders must follow new data quality and display standards and verify posted information. Inspectors general must deliver reports to Congress within 1 year and at least every 2 years thereafter for up to 10 years. - Organizations that enter OTAs would have their agreements publicly posted and included in a centralized OTA view on USAspending.gov, increasing public visibility. The Comptroller General must recommend updates to the Federal Acquisition Regulation within 1 year to align procurement rules with these transparency changes.

Within 3 years, this data would flow to the site automatically and appear in one central view. If this is not done within 1 year, Treasury would post a list of OTAs from the prior fiscal year.…
- More watchdog reports and contract updates: benefit, medium. Inspectors general at covered agencies would publish a report within 1 year and at least every 2 years after that. This schedule would continue until 10 years after enactment and would match other required agency report dates. Within 1 year, GAO would recommend updates to a federal contracting clau…
