## Summary

**Makes fuel used by ocean-going vessels eligible for credits under the Renewable Fuel Program.** It would amend the Clean Air Act to add "fuel for ocean-going vessels" to the list of fossil fuels that can generate renewable fuel credits and sets a delayed effective date. - Ocean-going vessel operators: Would authorize renewable-fuel credits for the fuel those ships use, starting with the second calendar year after enactment. - Renewable fuel producers and suppliers: Would be able to generate credits under the Renewable Fuel Program for fuels present in ocean-going vessel fuel. - EPA and Congress: EPA would have 1 year after enactment to write required implementing regulations and would have 1 year after final regulations to report implementation to specified House and Senate committees.
