## Summary

**Limits RFRA's ability to override civil-rights protections and rules tied to government funding.** It also narrows RFRA's reach in private-party litigation so the law does not block certain government-related remedies. - People covered by federal civil-rights and disability laws will keep those protections. The bill says RFRA cannot be used to avoid requirements in laws like the Civil Rights Act of 1964, the Americans with Disabilities Act, the Family and Medical Leave Act, or the Violence Against Women Act. - Participants in programs paid for by government funds keep access to services and benefits. Terms in government contracts, grants, and awards that require goods, services, or referrals for program beneficiaries cannot be set aside under RFRA. - Private parties and service providers face clearer limits. RFRA preclusion is tightened so RFRA claims can proceed against non‑government actors except in judicial proceedings where the government is a party and relief against that government can be obtained.

## Provisions PRIA read

- Protect nondiscrimination for workers and patients: benefit, medium. If enacted, this bill would limit when the Religious Freedom Restoration Act (RFRA) can be used to block federal protections. It would say RFRA does not apply where federal law forbids discrimination or promotes equal opportunity, including the Civil Rights Act, the Americans with Disabilities Act,…
