## Summary

**Would require the Secretary of State to deliver, within 30 days, a detailed report on Rwanda's human rights practices and the treatment of non-citizens removed there.** The statement would be prepared with the Assistant Secretary for Democracy, Human Rights, and Labor and the State Department's Office of the Legal Adviser. - Non-citizens removed to Rwanda: would force a public accounting of credible allegations such as arbitrary arrest, torture, enforced disappearance, trafficking, and conditions in detention or prisons, plus analysis of risks those individuals face. - Oversight by Congress: would give the Senate Foreign Relations and House Foreign Affairs committees a consolidated briefing on U.S. steps to promote human rights, efforts to disassociate security assistance from abuses, and a summary of all 2025 meetings between Rwandan and Washington-based U.S. officials. - U.S. policy and removals review: would demand assessments of whether U.S. security assistance could enable rendition or detention, disclosure of any agreements or financial transactions with Rwanda, and information on any individuals sent to Rwanda in 2025.
