## Summary

**Designates September 2025 as National Literacy Month** and urges the Federal Government, states, localities, schools, libraries, nonprofits, businesses, and the public to observe it with programs and activities that promote reading. The resolution frames literacy as a foundation for economic opportunity and notes that about 28 percent of adults, roughly 59 million people, score at the lowest literacy level. It highlights gaps for students of color, low-income students, and English learners and calls for evidence-based reading strategies that build phonemic awareness, phonics, fluency, vocabulary, and comprehension. The resolution also points to current federal supports under the Elementary and Secondary Education Act, the Adult Education and Family Literacy Act, and the Museum and Library Services Act.
