## Summary

**Requires the State Department to produce a detailed report on Cameroon’s human rights practices and on how the U.S. handles people sent to Cameroon.** It would require the Secretary of State to submit a statement within 30 days prepared with the Assistant Secretary for Democracy, Human Rights, and Labor and the Department of State’s Legal Adviser, using credible information and U.S. policy considerations. - Non-citizens removed to Cameroon: The statement must catalog credible allegations of arbitrary arrest, torture, due-process violations, enforced disappearances, extrajudicial killings, trafficking, and the legal status Cameroon grants to people sent there by the United States. - U.S. government actions and protections: It must describe steps the U.S. has taken to promote human rights, discourage abusive practices, disassociate U.S. security assistance from abuses, and how the U.S. assesses individuals before removal, including individualized assessments and assurances of humane treatment and legal status. - Congressional oversight and transparency: The report must go to the Senate Foreign Relations Committee and the House Foreign Affairs Committee and include assessments of detention conditions, any U.S.-Cameroon agreements or transactions, lists of individuals sent in 2025 and 2026, and a summary of 2025–2026 meetings between U.S. and Cameroonian officials.
