  • Visitors and the public: Creates an affiliated area that can receive technical help and cooperative financial assistance for marketing, marking, interpretation, and preservation.
  • Management entity (George C. Marshall International Center): Is designated as the manager and must enter an agreement with the Secretary that defines roles consistent with National Park Service policies. The Secretary and the management entity must complete a management plan within three years after funds are made available, in line with section 100502 of title 54.
  • Interior Department: May provide technical assistance and enter cooperative agreements but may not acquire property or assume operational or financial responsibility for the site.
  • Neighboring property owners: Preserves existing private land-use rights and does not create buffer zones. Uses or activities outside the house that can be seen, heard, or detected from within the house are not controlled by this designation.

Marshall House designated National Park affiliate

If enacted, this bill would make the General George C. Marshall House in Virginia an affiliated area of the National Park System. The affiliated area would match the map numbered 999/189,974 dated September 2023. The George C. Marshall International Center would be the site's management entity. The Interior Secretary would be able to give technical help and enter cooperative agreements to support marketing, marking, interpretation, and preservation, but would not be allowed to acquire property or assume operation, maintenance, or management responsibility.

Protects adjacent property owners' rights

If enacted, this bill would state that nothing in the Act creates buffer zones outside the Marshall House. It would not change the land-use rights of private property owners next to the site. The bill would say that an activity outside the house being seen, heard, or detected from inside would not, by itself, let the government limit or control that outside activity.
