Lower-carbon fuel rules for ships

If enacted, ships 400 gross tons or more on commercial voyages between U.S. ports or between a U.S. and a foreign port would need cleaner fuel. Cuts would be measured from a 2027 baseline: at least 30% in 2030–2034, 58% in 2034–2039, 83% in 2040–2044, 92% in 2045–2049, and 100% in 2050 and after. The rules would cover fuel for propulsion and onboard power and count full lifecycle greenhouse gases. Vessels on covered voyages 30 days or fewer in a year would be exempt for that year. EPA could allow averaging across commonly owned ships, bank extra cuts for later years, and adopt stricter IMO rules. EPA would finalize the 2030–2034 standard by January 1, 2029, and later periods at least 2 years ahead.

Zero-emission ships at ports by 2035

If enacted, EPA would set rules by January 1, 2029 to end ship greenhouse gases and other listed air pollutants while at berth or anchor in U.S. waters by January 1, 2035. If full elimination by 2035 is not technologically or economically possible, EPA would set the biggest feasible cuts by that date. EPA would weigh climate and air‑quality gains and possible harms to health, water, and waste.

Citizen suits to enforce ship rules

If enacted, these ship fuel and reporting rules would count as Clean Air Act emission standards. Communities and others could sue to enforce them, raising legal and compliance risk for vessel owners.

Yearly ship emissions reporting and data

If enacted, ship owners or operators on covered voyages would file a yearly report to EPA. They would report the fuel carbon intensity and fuel used for each covered voyage, and the vessel’s total yearly greenhouse gas emissions. EPA would publish a public summary within 180 days after each reporting year, and DOT would repost it within 30 days. EPA would list acceptable monitoring and reporting methods and align them, where possible, with EU and IMO systems.
