## Bill overview: provisions PRIA read

- Event applicants lose advance approval requirement: benefit, low. Beginning October 1, 2026, Etowah County public concert and other event license applicants face one fewer approval step. They no longer need the county commission's written approval at least two weeks before the event. The repeal does not remove other licensing requirements.
- Laid-off county workers lose premium protection: cost, medium. Beginning October 1, 2026, Etowah County no longer has to pay health insurance premiums for workers it lays off. Affected workers lose this payment protection and may face higher costs to keep their coverage.
- Charitable groups lose county fuel access: cost, low. Beginning October 1, 2026, the law removes Etowah County's authority to approve certain charitable and volunteer groups' repair and fuel arrangements. That authority allowed the county commission, by resolution, to permit county equipment repairs and purchases of county fuel at cost.
- County officials lose special check-signing authority: cost, low. Beginning October 1, 2026, the law repeals a special check-signing authority for Etowah County officers and their designees. That authority allowed mechanical or facsimile signature devices on warrants or checks drawn on the county treasury.
