- Appraisers lose daily townsite pay: cost, low. Appraisers appointed to value unclaimed townsite lots no longer receive the statutory $5 for each day they work. Their appraisal duties remain.
- Trustee land claims can become full title: mixed, medium. A trustee who possesses or is entitled to townsite land must file a verified claim statement. This also applies when the trustee holds the claim in another capacity. If no opposing claim is filed within the allowed time, the trustee holds full title, subject to later assessments and taxes.
- County boards take over townsite trusts: mixed, low. For an unincorporated town, the county board replaces the superior court judge as townsite trustee. The trustee must file a $2,000 bond with the county recorder and record a survey and map within three months of entering the land. County board approval is no longer needed for the map.
