## Bill overview: provisions PRIA read

- Dealer records cannot track firearm ownership: benefit, low. The Colorado Department of Revenue and other state agencies cannot use dealer records to create or maintain a firearm-ownership registry. This limits state use of the records and protects the privacy of firearm owners identified in them.

This includes federal licensees making retail transfers to the public, but excludes destructive devices. Dealers must hold a valid federal firearms license, and dealers and responsible people must mee…
- Repeat dealer violations risk large fines: cost, high. A second or later covered dealer offense committed on or after January 1, 2027, can bring a fine up to $75,000. The Department of Revenue sets violation categories, fine ranges, and factors that raise or lower fines. The department can also suspend or revoke permits for violations and conduct on-si…

Dealers must record each retail sale, rental, exchange, or transfer when it happens, in a book or electronic record. Records must include the recipie…

Large-capacity magazines must stay behind a counter, in a locked display case, or in a locked room inaccessible to the public. Magazine exceptions cover repairs, other work, and…

Covered responsible people must finish approved training within 30 days after permit issuance; covered employees have 30 days after starting work. Training repeats annually, is available online, and requires a written exam score of at least 70%. Certificates last one year, and dealers must keep tra…
