## Bill overview: provisions PRIA read

- Non-guiding outfitter contacts get qualification relief: benefit, low. Outfitter businesses must designate a responsible party and agent for communications with regulators. That person is exempt from one guide-service qualification requirement when they do not provide guide services. People who provide guide services remain subject to that requirement.
- Transport and booking businesses get exemptions: benefit, low. Qualifying motor carriers that only transport clients are exempt from Colorado outfitter rules. Travel agents and booking or referral businesses are also exempt when they only arrange clients for a fee. These businesses must not provide outfitting services or help clients take wildlife.
- Wildlife violations bar outfitters and guides: cost, medium. Individuals cannot get or renew outfitter registration, or qualify to work as guides, with a qualifying license suspension or revocation. The action must result from breaking a wildlife law. Actions by Colorado Parks and Wildlife or an agency in a Wildlife Violator Compact member state count.
- Outfitters face longer oversight, tighter rules: cost, low. Colorado extends outfitter regulation nine years, moving its scheduled end from September 1, 2025, to September 1, 2034. Business applications must name every officer, director, member, partner, and owner, regardless of ownership share. Regulators can discipline applicants and registered outfitters…
- Half of outfitter fines shift accounts: mixed, low. Colorado sends 50% of fines collected under its outfitter law to the state General Fund. The remaining 50% stays with the division that administers outfitter regulation. This shifts revenue between state accounts without setting new fine amounts or household payments.
