## Bill overview: provisions PRIA read

- Illinois schools get needs-based funding formula: benefit, medium. Illinois school funding uses student counts, grade levels, and student groups to calculate each school unit's funding target. The formula includes staffing and special education investments, plus per-student amounts: $40 for gifted education and $125 for staff training. It also includes $190 for ma…
- Matching produce dollars for SNAP families: benefit, low. Subject to appropriation, Illinois must provide a $500,000 annual grant for matching SNAP produce incentives. A qualified Illinois nonprofit organization or agency administers the program. SNAP recipients get matching dollars for eligible fruits and vegetables at participating Illinois farmers mark…
- Schools can refer children's behavioral cases: benefit, low. The required interagency agreement must let the Illinois State Board of Education present qualifying children's behavioral health cases. A parent or guardian must consent before the Board notifies the interagency team and presents the child's clinical case. The child must already have a service ref…
- Local agencies face narrower land-taking powers: benefit, low. The law narrows local use of quick-take, an expedited process for taking private property. Mt. Carmel Regional Port District loses this power for lowering structures and general purposes, but keeps it for removing airport hazards. White County Port District loses it for facility development; Grand…
- Extra funding for qualifying intervention schools: benefit, low. Qualifying school units can receive annual intervention money added to their base funding minimum. Eligibility requires at least four school years under an Independent Authority or State Board control under a court order. Units must have ranked Tier 1 or Tier 2 the prior year and show sustainabilit…
- Five specialty plate options end: cost, low. Beginning January 1, 2026, Illinois ends authorization for five specialty license plate options. The law also repeal…
- Four charity plate decal options end: cost, low. Beginning July 1, 2025, Illinois ends four universal license plate decal options and dissolves their funds. They support the Horsemen’s Council of Illinois, Prostate Cancer Awareness, Theresa Tracy Trot–Illinois CancerCare Foundation, and Developmental Disabilities Awareness. Each decal originally…
- Faster property takings for Rock Island: cost, low. The Rock Island Regional Port District and participating municipalities can use quick-take eminent-domain proceedings for general Port District purposes. This gives them a faster process for acquiring property. Owners whose land faces a qualifying taking are subject to that faster process.
- State workers lose payroll bond purchases: cost, low. Illinois State employees and annuitants can no longer buy U.S. Savings Bonds through payroll or annuity withholding. The law also removes the related bond-purchase and trust-fund procedures. When an employee's authorization ends, offices no longer must immediately return unused wage deductions for…
- Legislative employee oversight list narrows: cost, low. The law removes the Senate Operations Commission from the authorities listed for Legislative Inspector General employee oversight. Covered employees must have a legislative leader or the Joint Committee on Legislative Support Services as their ultimate authority. Oversight covers events during the…
- Tuberculosis research law is repealed: cost, low. Illinois repeals the Institution for Tuberculosis Research Act. The supplied provision does not describe its programs, funding, or duties, so specific service effects are not established.
- Farm Fresh Schools program ends: cost, low. The law repeals the Farm Fresh Schools Program Act, ending its statutory program. The supplied provision does not identify the services, funding, or effective date of this repeal.
- Seven charity plate funds merge: cost, low. Beginning July 1, 2025, or as soon afterward as practical, seven plate funds transfer their balances and dissolve. They are the Chicago and Northeast Illinois District Council of Carpenters, United Auto Workers, 4-H, National Wild Turkey Federation, American Red Cross, Illinois Police Benevolent an…
- Tourism grants lose one funding source: cost, low. The International Tourism Fund is no longer a listed funding source for grants under the Illinois Global Partnership Act. It continues to cover other listed international-tourism expenses and grants. This change does not itself end the Global Partnership grants, and no funding amount is stated.
- Disability care fund payment uses narrowed: cost, low. The law narrows uses of the Illinois Care Provider Fund for Persons with a Developmental Disability. It removes authority to use this fund to reimburse money the Department collected by error or mistake. It also removes authority for specified payments when the other participation-fee trust fund ha…
- Business grants lose dedicated funding protections: cost, low. Illinois' commerce department retains authority to offer grants for projects with a clear effect on attracting, recruiting, or keeping businesses. The department must choose to establish the program, and the General Assembly must appropriate money. Applicants must match each State grant dollar with…
- Technology awards lose dedicated funding source: cost, low. The Technology Cooperation Fund can no longer pay awards under the Illinois Technology Advancement and Development Act. Awards can still use General Revenue Fund appropriations or available federal reimbursement funds. Applicants must meet the Act’s eligibility requirements. No award amount is spec…
- Women’s business council loses fundraising authority: cost, low. The Illinois Women’s Business Ownership Council loses its express authority to seek and accept public or private grants, gifts, and donations. The law also removes its express authority to deposit that money into the Women’s Business Ownership Fund. No funding amount or direct change to service eli…
- New school aid follows four tiers: mixed, medium. Illinois divides new state school funds by funding adequacy: Tier 1 gets 50%, Tier 2 gets 49%, Tier 3 gets 0.9%, and Tier 4 gets 0.1%. - Illinois boards face reviews and shutdowns: mixed, low. Beginning in 2027, appointing authorities may review covered boards in odd-numbered years and recommend abolition by December 31. This applies when the authority appoints, or must appoint, most board members. Reviews may consider two years without business or meetings, executive-order abolition, or…
- Illinois repeals pregnancy health services law: mixed, low. The law repeals the Problem Pregnancy Health Services and Care Act. The supplied text does not describe that Act's services, eligibility rules, or duties. It therefore does not establish which household services or protections change.
- Property values reshape school aid calculations: mixed, low. Illinois generally uses the prior three years’ average assessed property value to calculate school funding. After a yearly decline of at least 10%, it uses the lower of the latest value or that average. Special calculations apply during the first three years after a reorganization, consolidation, o…
- School funding baselines corrected and redirected: mixed, low. For 2022–2023, school funding baselines include corrections to fiscal years 2019–2022 enrollment errors for Article 34 districts. They also include fiscal year 2022 property tax relief grants. A regional-office or intermediate-service-center program with zero enrollment gets no baseline funding for…
