## Summary

Amends the Preventing Sexual Violence in Higher Education Act. Requires each higher education institution to biennially (rather than annually) conduct a sexual misconduct climate survey of all students at the institution. Adds the Executive Director of the Illinois Community College Board, members appointed by the Board of Higher Education, and members appointed by the Illinois Community College Board to the Task Force on Campus Sexual Misconduct Climate Surveys. Removes some members of the Task Force who were appointed by the Governor. Requires the Task Force to meet to recommend updates and revisions to the base survey (rather than to review the results of the survey and to implement updates and improvements). Removes the civil fine imposed upon an institution that violates the provisions or fails to carry out the provisions. Makes other changes.

## Bill overview: provisions PRIA read

- Disability support coordination for dual credit: benefit, low. School districts and community college districts must coordinate when a student with a disability takes dual credit classes. They must provide seamless communication about the student's eligibility for disability services and progress in the coursework.
- Schools get more dual credit options: benefit, low. Dual credit classes give high school students both high school and college credit. After a school district's written request, it and its local community college district must name contacts and start talks within 60 calendar days. Their agreement can allow online, hybrid, or virtual classes. The pla…
- Students get stronger dual credit oversight: benefit, low. The Illinois Community College Board oversees public community college dual credit programs; the Board of Higher Education oversees other college partnerships. Both boards must use the law's quality standards, and schools and colleges must ensure legal and accreditation compliance. Reviews of high-…
- Schools face limits on college partners: cost, low. Before using another college for dual credit, schools must negotiate locally; both districts must agree a local partnership is infeasible. Alternative agreements must cover all required partnership terms. For out-of-state contracts made on or after the law's effective date, schools must notify the…
- Dual credit teachers get updated credential rules: mixed, low. Fully qualified dual credit teachers need a master's degree in their teaching subject, or another master's degree plus subject-specific graduate credits. Required subject credits are capped at 18; the law does not set one minimum. Approved training plans remain active only with satisfactory progres…
- School disputes shape college course options: mixed, low. After a favorable Illinois Community College Board ruling, schools can seek another college if the local district still refuses approval. This covers offering the course or approving its instructor or documents. Schools must notify the local college district of their intent and reason within 14 cal…
