## Bill overview: provisions PRIA read

- More preschool protection from exclusion: benefit, medium. Beginning July 1, 2026, covered state-funded preschool programs must follow rules that prohibit expulsion and require intervention and transition steps. A planned move to a setting better suited to the child’s needs is not an expulsion. A state-funded program needs verbal or written approval to sus…
- More safeguards against school removals: benefit, medium. Schools generally cannot expel students in kindergarten through grade 2, unless the law requires it. An expulsion under this section cannot last more than 2 calendar years. Longer suspensions, expulsions, and alternative-school removals require exhausted interventions and a safety threat or serious…
- Students face discipline for online threats: cost, medium. School officials can suspend a student in kindergarten through grade 2 for a qualifying online threat. The website must be accessible at school or available to people who work or study there. The threat must reasonably appear to threaten someone’s safety because of that person’s school duties, empl…
- Less training guidance for school officers: cost, low. School districts no longer have a reasonable-efforts direction to provide ongoing professional development to school resource officers under this rule. The direction still covers other school personnel and school board members.
- Weapon expulsions can change in writing: mixed, high. Bringing or possessing a covered weapon or dangerous object at school or a school event carries at least a 1-year expulsion. For students in kindergarten through grade 2, the non-firearm rule requires intent to cause bodily harm. A superintendent can change the firearm-related expulsion requirement…
- More alternative learning, with limits: mixed, medium. Students in kindergarten through grade 12 who are at risk of academic failure can qualify for alternative learning programs under district enrollment rules. Students suspended or expelled under the named school rules can enroll in a charter alternative program, even when the removal lasts 20 days o…
- State preschool grants change administrators: mixed, low. Beginning July 1, 2026, the Illinois Department of Early Childhood administers the voluntary grant program for preschool children ages 3 to 5. Grants support programs that include parent education, and grant funds must add to, not replace, funding from other sources. The law does not specify an app…
