## Bill overview: provisions PRIA read

- Homeowners gain roofing contract protections: benefit, medium. Before work starts, owners must receive a contract signed by both parties listing work, materials, dates, costs, and contractor contact details. It must identify applicable insurers and sureties, explain cancellation and refund terms, and remain available for state inspection. Owners have 72 hours…
- Fairer roofing licensing after felony convictions: benefit, low. The licensing department can deny an initial roofing license based on a conviction only for a directly related felony. The same limit applies when accepting a qualifying party. Officials must consider the offense’s link to fitness, time since conviction, and the person’s age when convicted. These p…
- Military service brings roofing fee relief: benefit, low. Roofing contractors can avoid lapsed renewal fees when their qualifying party’s license expires during covered military service, training, or education. The qualifying party must submit satisfactory proof within 2 years after that service, training, or education ends. Relief is unavailable when it…
- Roofing sellers keep a licensing exemption: benefit, low. Roofing-service or material sellers do not need a roofing license when neither they nor their employees perform the work. Sellers of roofing services must subcontract that work to licensed roofing contractors. Businesses and government entities can qualify as sellers. The roofing registration law a…
- Unfinished roofing contracts can continue: benefit, low. An unlicensed or uncredentialed person can finish an existing roofing contract after the qualifying party dies or the contractor dissolves. The contract must already have been entered into or awarded, including an award following the contractor’s low bid. The person finishing it must give the state…
- Geologists face broader criminal misconduct penalties: cost, high. Professional geology criminal penalties now cover fraud, misrepresentation, or concealment in obtaining or renewing a license. They also cover unsafe practice caused by habitual or excessive substance use or addiction. Dishonorable, unethical, or unprofessional conduct likely to deceive, defraud, o…
- Higher penalties for roofing violations: cost, high. Maximum roofing disciplinary fines and civil penalties for unlicensed practice rise from $10,000 to $15,000 per violation or offense. Department penalties require notice and a hearing opportunity; qualifying parties can also face $15,000 fines when their acceptance is suspended or revoked. That act…
- Roofers face deadlines when supervisors leave: cost, high. A roofing license becomes inoperative immediately when its qualifying party leaves. Both the contractor and qualifying party must notify the state in writing within 30 business days. The contractor must name a replacement within 60 days after notifying the state. The replacement needs state approva…
- Broader discipline for roofing credential holders: cost, medium. Qualifying-party credential holders face discipline for breaking earlier disciplinary terms. Child-support action requires a state finding that the person is more than 30 days behind and certification to licensing officials. A state or federal agency’s ban on serving its participants also becomes g…
- Stricter standards for roofing work: cost, medium. Roofing businesses must follow current industry standards, and roof replacements must meet the Illinois Energy Conservation Code. Contractors cannot cover over water-soaked roofing, an inadequate base, slate, or tile. Adding a layer over two or more existing layers requires a structural report acce…
- Roofing supervisors must be paid employees: cost, medium. A roofing business must name a qualifying party who takes the required exam and works in daily operations. This person must be a paid employee with payroll tax withholding and workers’ compensation, not a Form 1099 contractor. Onsite supervision can go only to another employee; conflicting jobs and…
- Public loses yearly geology roster access: cost, low. The department no longer must maintain yearly rosters of licensed professional geologists and people disciplined in the previous calendar year. The law also removes the public’s right to obtain those rosters by written request and payment of a fee. This removes that specific source of licensing and…
- Geologist applicants face a shorter exam deadline: cost, low. Professional geologist applicants must take and pass the licensing exam within 3 years after applying, down from 6 years. The state must deny applications when applicants fail to take or pass the exam within that time. After denial, applicants must apply again, pay a new fee, and meet the requireme…
- Geologist applicants face deadlines and reporting: cost, low. Geologist applicants must provide mailing and email addresses when applying or renewing; applicants and licensees must report changes within 14 days. Original applications require a Social Security Number or Individual Taxpayer Identification Number; renewals and restorations require the state-assi…
- Roofing subcontractors must update assumed business names: cost, low. Licensed roofing contractors working as subcontractors must keep any assumed business names updated with Illinois licensing officials. This requirement applies when the subcontractor uses an assumed business name.
- Roofers face licensing and identification rules: mixed, medium. Roofing and waterproofing contractors need state licenses; employees are exempt only when they qualify under the Employee Classification Act. Their designated qualifying party must take the matching exam: residential for limited licenses, all building types for unlimited licenses. Both exams cover…
- Inactive geologists save fees but cannot practice: mixed, low. Professional geologists can request inactive license status in writing using state forms. They owe no renewal fees while inactive, but cannot practice professional geology in Illinois. Returning to active status requires written notice to the department.
- More licensing paths for professional geologists: mixed, low. An accredited geology degree or a related-science degree defined by state rules can meet the degree requirement. Applicants still need 30 semester or 45 quarter geology hours, including 24 semester or 36 quarter upper-level hours. Both exam parts must be passed, but applicants can take them at diff…
- Roofing and geology licensing lasts longer: mixed, low. The law moves the scheduled repeal of Illinois roofing and professional geology licensing laws from January 1, 2026, to January 1, 2031. This preserves licensing oversight and its consumer safeguards. Covered contractors and geologists remain subject to licensing requirements and related compliance…
- Geology oversight gains experience and record-sharing: mixed, low. Geologist board members must be licensed, have at least 10 years of experience, and have no discipline in the previous 10 years. The licensing department can share confidential exam or investigation records with regulators whose regulatory interest the Secretary approves. Receiving regulators canno…
- Public roofing contracts face stronger checks: mixed, low. State and local public entities, including school districts, must follow lawful procurement processes for roofing contracts. The winning vendor or a subcontractor must have verified active licenses and a state-issued qualifying-party credential. School officials must check compliance before awardin…
