## Bill overview: provisions PRIA read

- Colleges keep rights to training materials: benefit, low. Any curriculum or manuals a community college creates for the pilot belong to that college. This rule applies to materials made between October 1, 2026, and September 30, 2029.
- Free custom job training to recruit employers: benefit, low. Beginning October 1, 2026, the state runs a three-year pilot for free, custom job training. The goal is to recruit businesses in sectors the state calls Strategic Industries. Only Qualified Business Entities can join: no current Maryland site, in active talks to open here, and signed an agreement.…
- Job and pay targets, repay if missed: mixed, low. For each assisted business, the Department sets targets for full-time jobs created and the pay for trained workers. Every agreement says the business must repay training costs if it misses the targets. These accountability rules apply from October 1, 2026, through September 30, 2029.
