## Bill overview: provisions PRIA read

- More community beds for disabled adults: benefit, medium. Beginning July 1, 2026, the state must approve 20 additional community living beds for adults with developmental disabilities. The beds go to the same Madison County nonprofit that already has authorization for up to 20 beds.
- More Medicaid treatment beds in DeSoto: benefit, medium. The DeSoto County facility’s 40-bed psychiatric residential treatment authorization is no longer limited to 15 Medicaid-certified beds or 15 Medicaid patients per day. This may allow more Medicaid-covered treatment, but it does not guarantee admission.
- Specialized nursing care for children: benefit, medium. The law requires approval for a nonprofit skilled nursing facility with up to 60 beds for ventilator-dependent or otherwise medically dependent children. It must be in a county with an academic medical center and children’s hospital. The facility may keep qualifying patients past age 21 under state…
- Green House nursing beds in Yazoo County: benefit, low. The state may approve up to 19 nursing facility beds for a nonprofit Green House-model facility in Yazoo City. The usual projected-need rule and formal hearing process do not apply, and this provision does not restrict Medicaid participation.
- Medicare-Medicaid access at Harrison hospital: benefit, low. Since July 1, 2023, the 80-bed long-term care hospital in Harrison County may take part in Medicaid as a crossover provider. This exception covers people with both Medicare and Medicaid, and the agreement also binds later owners.
- More local nursing beds, including Alzheimer’s care: benefit, low. The law’s nursing-bed provisions directed certificates to counties with identified needs and to facilities serving only people with Alzheimer’s disease. County-based certificates were limited to 60 beds each. Alzheimer’s certificates were also capped at 20 beds each, with limits of 60 beds per plan…
- Fewer approval hurdles for health providers: benefit, low. The law raises the cost threshold for major medical equipment to more than $3 million, up from more than $1.5 million. Qualifying independent clinical laboratories are excluded from that definition. The law also removes an unidentified health service from the certificate list and gives the Universi…
- Medicaid limits at nursing homes: mixed, medium. The law authorizes certain nursing facility construction, relocation, or bed projects, including facilities in Leake County and Belmont. Some certificates are limited to 60 beds and require facilities to exclude Medicaid participation and patients; those written agreements bind later owners. Katrin…
- More psychiatric beds, with Medicaid limits: mixed, medium. The law authorizes psychiatric residential treatment beds in Warren and Simpson Counties, within a statewide limit of 334 beds. Warren County may receive up to 60 beds, but no more than 30 can be certified for Medicaid. A Simpson County facility must prioritize 16 converted beds for Mississippi res…
