## Bill overview: provisions PRIA read

- Equal rules for manufactured homes: benefit, medium. Local zoning and permits must treat manufactured and factory-built homes the same as other homes. In permit or variance reviews, the law presumes these homes do not hurt nearby property values. Manufactured homes follow HUD standards. Factory-built homes are made offsite for a permanent foundation…
- Tiny homes allowed by local zoning: benefit, medium. Local governments can create areas that allow tiny dwelling units. A tiny unit is 350 to 750 square feet on a permanent foundation. It must be used as a single-family home for at least 45 days. Local code may use Appendix Q of the International Building Code printed January 1, 2023.
- Cities can't require affordability fees or land: benefit, medium. Local governments cannot require fees or land dedications to provide housing at set prices or incomes as a condition of zoning approval. Payments to a housing authority or reserving land for future development are also banned. This removes a common cost tied to development approvals.
- State trust land leases for housing parks: benefit, medium. The state allows commercial leases of trust land for mobile home parks and clusters of manufactured homes for rent. Multifamily residential development is also covered. Developers and lessees can now plan these projects on state trust land.
- Simpler local design review rules: benefit, low. Local design rules must be clear, objective, and needed to protect health or safety or follow federal law. City employees, not outside boards, decide if a project meets these rules. Historic preservation boards may still review projects on locally designated or National Register historic sites.
