## Bill overview: provisions PRIA read

- Mental health help for youth offenders: benefit, medium. If a child is adjudicated for cruelty or torture of an animal, the court must order a psychological evaluation. The child must take part in counseling or other treatment. Courts generally cannot make the child or parent pay. Courts must use funded, approved providers and bill any available insuranc…
- Harsher penalties for severe cruelty: benefit, medium. Willful and malicious acts that kill an animal, or are done to threaten or terrorize a person, are category B felonies. These carry 1 to 6 years in prison and up to a $10,000 fine. Injuring a police animal is a category D felony; killing or totally disabling one is a category B felony with the same…
- Protective orders can shield pets: benefit, low. Courts issuing protective orders can also bar the other party from hurting, threatening, or taking your animals. This includes stopping them from using someone else to take the pet.
- Immunity for vets and officials: benefit, low. The state, local governments, officers, and veterinary staff are not liable when they recommend humane destruction under this law. The immunity applies only when they follow the statute.
- Farm animals face seizure rules: cost, low. Animals on agricultural land are now subject to the same seizure and impoundment rules as elsewhere. The prior exception for farm property is removed.
- Counseling can be required on probation: mixed, medium. If you are convicted under the animal‑cruelty laws and get probation, the court can order a psychiatric evaluation. The court can also require counseling, therapy, a rehab program, or an education program. You must pay for these services only to the extent you can afford it.
- Seven days to contest seized pets: mixed, medium. When officers take an animal for cruelty, they must give written notice. You have 7 calendar days after you get the notice to ask for a court hearing. If you do not ask in time, or no owner is found within 7 days after a posted notice, the animal is forfeited to the local government. The government…
- Safer rescues for pets in cars: mixed, low. Peace officers, animal control, firefighters, search‑and‑rescue members, and government safety officers can remove pets from cars without liability when they reasonably see serious risk. A removed pet is treated as a cruelly treated animal under state law. The caretaker may use the lien, dispositio…
- Stronger cruelty rules and care exception: mixed, low. The law bans abandoning animals. Trap‑vaccinate‑spay/neuter‑release for feral cats stays allowed. It also makes clear you can give humane emergency care to a gravely injured animal. The law repeals an older section to standardize these rules.
